1. India has received a loan from the Asian Development Bank (ADB) towards the cost of Assam Power Sector Enhancement Investment Program. Part of this loan will be used for payments under the contract named above.
2. Assam State Electricity Board ("the Employer") now invites sealed bids from eligible bidders for the construction and completion of New 132 kV Substation ("the Facilities"). Brief descriptions of the project and scope of works are as follows:
- Number of Substation: 5 (five).
- Name of Substation:
- Kamalpur 2x40 MVA, 132/33 kV Substation.
- Nagaon 2x25 MVA, 132/33 kV Substation.
- Sonari 2x25 MVA, 132/33 kV Substation.
- Bihiating 2x40 MVA, 132/33 kV Substation.
- Rupai 2x25 MVA, 132/33 kV Substation.
- Location: State of Assam, India.
- Scope of Works: Design, Engineering, Manufacture, Assembly, Inspection, Testing at manufacturer's works before dispatch, packing, supply, delivery at site, Including insurance during transit, subsequent storage, erection and commissioning of Power Transformers with associated switchgears, including Supply & Erection of substation steel structures, construction of Control Room Building and all other Civil Works.
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

The Chief Engineer (T&T)To gain time for preparation of their proposals, intending bidders may also inspect or download the Bidding Document by visiting the website, www.aegcl.co.in. However, for participation in bidding procedure, a bidder must compulsorily purchase the bidding document. The bidders should also note that only the bidders who have purchased the bidding document will be invited for participation in pre-bid meeting..

5. To purchase the bidding documents in English, eligible bidders should:
- write to address above requesting the bidding documents for Bid Reference No: ADB/ASEB/IFB/NSS/Package-B/01 & Title: Construction of New 132 kV Substation (Package - B).
- pay a non-refundable fee of USD250 or INR 10,000 by crossed demand draft in favour of Assam State Electricity Board payable at Guwahati.
6. Deliver your bid:
- to the address above
- on or before the deadline: 14.00 Hrs. (IST) of 23 February 2010. Late bids will be rejected.
- together with a Bid Security of USD0.36 million or INR 17.62 million or an equivalent amount in a freely convertible currency. To provide prospective bidders sufficient time to obtain the bid security in a freely convertible currency, the exchange rates to be used must be the exchange rages prevailing on the date 28 days prior to the deadline for bid submission.
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
7. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
