1. The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) towards the cost of Power Transmission Improvement Project and it intends to apply part of the proceeds of this loan for payments under the contract for which this Invitation for Bids is issued.
2. PT PLN (Persero), the Employer, now invites sealed bids from eligible bidders from member countries of ADB for the design, manufacture, supply, installation, testing and commissioning of Java Bali Power Transmission System, Package B-1 : Transformers and Capacitors Of 150 kV and 66 kV Substations in Java.
Details and specifications are provided in the Bidding Document.
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries.
4. The Bidders shall have specific experience to build 150 kV substations successfully in at least 2 contracts within the last 10 years.

6. To purchase the Bidding Document in English, eligible bidders should:
- Visit the office of PT PLN (Persero) at the address above and pay a non-refundable fee of Rp 4,500,000 or USD 375 in cash;
or
- Request for delivery by sending a written application to the office of PT PLN (Persero) at the address above. The application must include a bank draft in favor of PT PLN (Persero) for the amount of Rp 5,500,000 (local delivery) or USD 465 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.
7. A site visit will be carried out from 1 September 2009 and the Pre-bid Conference will be held at the above address on 8 September 2009.
8. Bids must be delivered:
- to the address above;
- on or before 16 October 2009, 3:00 p.m. WIB. Late bids will be rejected.
- together with Bid Security of not less than USD 260,000 or an equivalent amount in a freely convertible currency.
9. Bids will be opened immediately after the deadline at the above address in the presence of bidders representatives who choose to attend.
10. The Employer will not be responsible for costs for expenses incurred by bidders in connection with the preparation or delivery of bids.
11. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
