Invitation for Rebidding

Contract No.:ICB-05A (SKO), Construction of Water Supply and Sanitation for Akkala, and Kutarys settlements in Sayram rayon, South-Kazakhstan oblast
Deadline for Bids :15:00 p.m. on 12 November 2008 (Extended Deadline)

1.    The Republic of Kazakhstan has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Area Water Supply and Sanitation Sector Project (RAWSSP). Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Committee for Water Resources under Ministry of Agriculture of the Republic of Kazakhstan invites sealed Bids from eligible Bidders for the construction of civil works for the above contract. Post-qualification will be applied for this contract. The works include:

Re-construction of the WSS system at Akkala settlement (population 1,783 persons), comprising construction of:

  • Drilling of existing water intake well 130 m in depth;
  • Procurement and installation of submersible pumps, 2no.x 16 m3/h x 110m x 8 kW;
  • underground chamber, service staff building and 1st level pump station with 6 ultra violet bactericidal plants including electro-mechanical equipment;
  • concrete ground reservoirs (2 no. x 100 m3);
  • distribution network (length 9.43 km), with installation of water distribution boxes - 48 pieces and fire hydrant - 17 pieces;
  • power line (0.4kV) length 2.29 km, the depth of cable laying is 0,7 m;
  • Improvement of zones of sanitary protection around well and clean water reservoir;
  • pre-cast concrete fence, length 410 m x 2 m high.

Re-construction of the WSS system at Kutaris settlement (population 2,136), comprising construction of:

  • drilling of water intake well 26 m in depth;
  • procurement and installation of submersible pumps, 2no. x 25 m3/h. x 100m x 11 kW;
  • rehabilitation works on underground chamber, service staff building and 1st level pump station with 6 ultra violet bactericidal plants including electro-mechanical equipment;
  • steel water tower capacity 25 m3, height is 12 m including technological equipment;
  • distribution network with length 12.46 km , with application of pipes with dia 140, 125, 110 and 50 mm, the depth of pipes` laying is 1,5 m. Installation of water distribution boxes - 52 pieces and fire hydrants - 24 pieces;
  • Improvement of territory of water facilities including rehabilitation of zone of sanitary protection 320 m square;
  • pre-cast concrete slab fence 213 m in extent, 2 m high;
  • power line 0.4kV length 0.747 km from existing transformer station 160kVA/10/0.4kV for pumps control.

3.    International competitive bidding will be conducted in accordance with Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

4.    Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:

  • Minimum average annual turnover from construction business over the last three years of US$0.916 million.
  • Carried out at least two similar projects with a value of at least US$0.375 million each.
  • The overall contract completion period will be thirteen (13) months.

6.    To purchase the Bidding Documents in English, eligible bidders should:

  • write to address above requesting the bidding documents for Contract No. ICB-05 A (South-Kazakhstan oblast);
  • pay a non-refundable fee of KZT 18,000 or US$ 150 by bank draft or pay order issued by a scheduled Bank in favour of the Central Project Coordination Unit, RAWSSP.

7.    Deliver your bid:

  • to the address above;
  • on or before 15:00 p.m. on 12 November 2008;
  • together with a Bid Security of 2% of the Bid Price;

The document can alternatively be sent by DHL or UPS courier services. No liability will be accepted for loss or late delivery.

Bids will be opened immediately after the deadline on 12 November 2008 in the presence of bidders' representatives who choose to attend.

8.    The Committee for Water Resources will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
