Contract No.:2006-KAZ/ICB/09 (NKO): Water supply of Poludino settlement, North-Kazakhstan oblast
Deadline for Bids :17:00 p.m. on 13 March 2009

1.    The Republic of Kazakhstan has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Area Water Supply and Sanitation Sector Project (RAWSSP). Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Committee for Water Resources under Ministry of Agriculture of the Republic of Kazakhstan invites sealed Bids from eligible Bidders for the construction of civil works for the above contract. Post-qualification will be applied for this contract.

3.    The construction of the WSS system at Poludino (total population is 1534 persons) will comprise of the following:

  • Construction of influent water pipeline from group of Bulayev transmission pipeline to water reservoirs, extend is 160 m, with application of PE pipes DN 110?5,3 mm;
  • Construction of septic - collectors for public and administrative structures - 3 units;
  • Construction of reinforced concrete reservoirs - 2 units, volume is 100 m3 with air filters;
  • Construction of pumping station, size is 6?9 m, including 3 pumping aggregate with output capacity 15 m3/hrs, pressure 47m, power of electric motor 3 kW;
  • Construction of metallic water tower, volume is 50 m3 , height of supporter 18 m;
  • Construction of distribution network, extend is 10510 m, with application of PE pipes DN 110;63 mm, installation of 51 water pumps 53 fire hydrants, installation of 3 connection to the distribution network for public and administrative structures with depth about 3 m;
  • Construction of high-voltage line-0,4 kW with extend 0,32 km;
  • Improvement of water facilities area, including fencing of sanitary zone, size 78?75 m;
  • Installation of in-house connection by individual contract with owners.

4.    International competitive bidding will be conducted in accordance with Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

5.    Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:

  • Minimum average annual turnover from construction business over the last 3 years of US$2.3 million.
  • Carried out at least 2 similar projects for the last 5 years with a value of at least US$ 0.9 million each.
  • The overall contract completion period will be 8.5 months.

7.    To purchase the bidding documents, eligible bidders should:

  • write to address above requesting the bidding documents for Contract No. 2006-KAZ/ICB/09 (North-Kazakhstan oblast);
  • pay a non-refundable fee of KZT 18,000 or US$ 150 by bank draft or pay order issued by a scheduled Bank;
  • The document can alternatively be sent by DHL or UPS courier services. No liability will be accepted for loss or late delivery;

8.   Deliver your bid:

  • to the address above;
  • on or before 17:00 p.m. on 13 March 2009;
  • together with a Bid Security of KZT 3 150 000.

Bids will be opened immediately after the deadline for submission the bids on March 13, 2009 in the presence of bidders' representatives who choose to attend.

9.    The Committee for Water Resources will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

10.    When comparing bids, ADB's Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.

11.    Pre-bid meeting will be on 16 February 2009.
