1.    The Kyrgyz Republic has received a grant from the Asian Development Bank (ADB) towards the cost of CAREC Transport Corridor 1 (Bishkek-Torugart Road) Project 1 and it is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for improvement of Package No.1 (Km 400 to 439). Bidding is open to all bidders from eligible source countries of ADB.

2.    The Ministry of Transport and Communications (the Employer) invites sealed bids from experienced international road construction firms for executing the works in Package 1. These works include earthworks, installation of sub-base and base course, improvement of shoulders, construction of new asphalt pavement, over-lay, drainage works, bridge and culvert works, slope protection and erosion protection works, and road furniture (the Works).

The more detailed description of the Works is included in the Employer's Requirements of the bidding documents.

3.    To obtain further information and inspect the bidding documents, bidders should contact the following from 14 July 2009:

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.     To purchase the Bidding Document in English, eligible bidders should:

  1. visit the office of PIU of MOTC at the address given above and pay a non-refundable fee of USD200 in the form of bank draft payable to PIU of Ministry of Transport and Communications;
    or
  2. request for delivery of Bidding Document, for Package No.1 (Km 400 to 439), by sending a written application to the office of PIU of MOTC at the address given above. The application must include a bank draft payable to PIU of MOTC for the amount of USD220 (local delivery) or US$300 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • to the address above;
  • on or before 13:00 hours on 25 August 2009. Late bids will not be accepted.

7.    All bids must be accompanied by a security of USD600,000 or an equivalent amount in freely convertible currency.

Bids will be opened immediately thereafter in the presence of bidders' representatives who choose to attend.

8.    A pre-bid meeting will be held at 10:00 am on 28 July 2009 at the MOTC Board Room at the 4th floor, followed by the site visit on the same day and 29 July 2009.
