1.    The Kyrgyz Republic has received a Loan and Grant from the Asian Development Bank (ADB) towards the cost of CAREC Transport Corridor 1 (Bishkek-Torugart Road) Project 2 and it is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for improvement of two sections Km 365-Km 400 and Km 439-Km 479. Bidding is open to all bidders from eligible source countries of the Asian Development Bank.

2.    The Ministry of Transport and Communications (the Employer) invites sealed bids from bidders for the improvement of the two sections: Km 365-Km 400 and Km 439-Km 479. The works includes earthworks, installation of subbase and base course, improvement of shoulders, construction of new asphalt pavement, drainage works, bridge and culvert works, slope protection and erosion protection works, and road furniture.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure .

4.    Bidders may obtain further information from, and inspect and acquire the bidding document at the following address from 14 September 2009:

5.    To purchase the complete set of Bidding Document, bidders should:

  1. visit the office of PIU of MOTC at the address indicated above and pay a non-refundable fee of US$ 200 by Bank Draft in favor of Ministry of Transport and Communications of Kyrgyz Republic,
    or
  2. request for delivery by sending a written application to PIU of MOTC at the address indicated above and pay a nonrefundable fee of $300. The method of payment will be by Bank Draft in favor of Ministry of Transport and Communications of Kyrgyz Republic. The document will be sent by courier service. No liability will be accepted for loss or late delivery.

6.    A pre-bid meeting will be held at 10:00 am on 28 September 2009 (14 days after issue of bid documents) at the MOTC Board Room on the 4th floor, followed by the site visit on the same day.

7.    Bids must be delivered:

  • on or before 13:00 hrs on 26 October 2009;
  • to the address indicated above;

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    All bids must be accompanied by a security of US$1,000,000 or an equivalent amount in a freely convertible currency.
