Proposed Northern Greater mekong Subregion Transport Network Improvement Project
Lao People's Democratic Republic has applied for a loan from the Asian Development Bank (ADB) for the Northern Greater Mekong Subregion Transport Network Improvement Project. The Project is expected to be approved later in 2007. The Project comprises:- improvement of 367 km of Route 4 (the project road) from Xiang Ngeun to Nakha, construction of a bridge over the Mekong River on the project road, and improvement of approximately 100 km of rural access roads in the project area;
- procurement of equipment for use in operating the border post at Kenthao, and for enforcement of axle-load controls on the project road;
- consulting services for construction supervision and monitoring and evaluation as well as detailed design for the rural access roads;
- maintenance of the national road network by providing financing for periodic road maintenance;
- improvement of road safety by financing consulting services to continue the ongoing road safety assistance program; and
- a program to reduce the risks of HIV and sexually transmitted infections and human trafficking that may develop during the improvement and operation of the project road.
Procurement for goods and civil works packages to be financed by ADB will be carried out in accordance with ADB's Procurement Guidelines. The indicative list of procurement packages is as listed below:
- Section II: Thadeau (via Xaignabouri - Nam Pui Bridge (80 km)
- Section III: Nam Pui - Paklay (100 km)
- Section IV: Paklay - Kenthao (65 km)
- Section V: Kenthao - NakHa (63 km)
- Rural Roads (approx. 100 km)
- Equipment for cross border facility axle load controls
- Periodic Maintenance for selected roads
