1.    The Lao People Democratic Republic has received a loan from the Asian Development Bank (ADB) towards the cost of Northern Area Rural Power Distribution Project (NARPD) and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contracts for procurement of distribution network materials. The Bidding is open to bidders from eligible source countries of the Asian Development Bank. The eligible source countries include only (a) developed member countries that have contributed to the Special Funds Resource, and (b) all developing member countries.

2.    The Electricité du Laos (EdL) now invites sealed bids from eligible bidders for the supply of distribution network materials for medium and low voltage electricity distribution networks. The network materials will be now procured under the following separate Contracts:

  • NARPD3a, Lines Equipment and Transformers,
  • NARPD3b, Concrete Poles, Cross-arms, and
  • NARPD3c, Conductors, Cables and Wires.

3.    Bidders may obtain further information from, and inspect the bidding documents at the address given below:

4.    To purchase the complete set of Bidding Documents in English, bidders should:

  • submit a written application to the above office;
  • pay a non-refundable fee of:
    NARPD3a : 50 US Dollars
    NARPD3b : 50 US Dollars
    NARPD3c : 50 US Dollars

5.    National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure. Bidders are to submit one sealed envelope containing the technical proposal and the price proposal. Proposals which are submitted by non- qualified bidders or which are not substantially responsive will be rejected.

6.    All Bids must be accompanied by a Bid Security of:

NARPD3a : 10,000 US Dollars
NARPD3b : 10,000 US Dollars
NARPD3c : 10,000 US Dollars

7.    Bids must be delivered;

  • To the address indicated above;
  • On or before 10:00 AM on 4 September 2009. Late Bids shall be rejected.

Bids will be opened immediately after the deadline in the presence of the Bidder's representative who chose to attend.

8.    EdL will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
