1. The Government of Maldives has received a loan from the Asian Development Bank (ADB) toward the cost of Regional Development Project, Phase II - Environmental Infrastructure and Management, and it intends to apply part of the proceeds of this loan to payments under the contracts stated in the table below.
2. The Government of Maldives, represented by Tender Evaluation Board (TEB), Ministry of Finance and Treasury (MOFT) on behalf of Project Management Unit (PMU) of RDP-II, Ministry of Housing, Transport and Environment (MHTE), now invites sealed Bids from eligible Bidders for the works given below. Bidding is open to all bidders from eligible source countries of the ADB who fulfil qualification requirements given in Section 3 of Bid document, briefly stated below.

3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure bidding procedure.
4. Interested eligible Bidders may obtain further information from and inspect the Bidding Document at office of the TEB-MOFT at the address given below from 09:00 to 11:30 hours and 13:30 to 15:30 on all working days.

5. To purchase the Bidding Document in English, bidders should:
- visit the office of Director General at the address indicated above and pay a nonrefundable fee of US$ 250 in the form of demand Draft in favour of TEB, MOFT;
or
- request for delivery by sending a written application to the address above, and pay a non-refundable fee of US$260 (local delivery) or US$290 (overseas delivery). Payment will be in the form of demand Draft in favour of TEB, MOFT. No liability will be accepted for loss or late delivery.
6. Pre-bid meeting will be held on 2 December 2009 at 14:00 hours in the office of TEB-MOFT, Male', Maldives.
7. Bids must be delivered:
- to the address above;
- on or before 14:00 hours on 28 December 2009.
- All Bids must be accompanied by a Bid Security of US$15,000 or its equivalent in Maldivian Ruffiya. Late bids shall be rejected. The exchange rate to be applied must be the date 28 days prior to the deadline for bid submission of Bids.
Technical Proposals of Bids will be opened at 14:30 hours on 28 December 2009 in the presence of the Bidders' representatives who choose to attend. Price proposals of technically compliant bids will be opened subsequently at a date and time to be intimated subsequently by TEB-MOFT.
8. TEB-MOFT will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
