1.    The Government of Mongolia has received a Grant from the Asian Development Bank (ADB) towards the cost of the Western Regional Road Corridor Development Project. Part of the proceeds of the Grant will be used for payments under the contract mentioned above.

2.    The Ministry of Road, Transport, Construction and Urban Development, Government of Mongolia (the Employer) invites sealed bids from eligible bidders for the construction of 110.8 km road from Temeen Huzuu hill to Baga Ulaan Pass, (the Works). Details and specifications are provided in the bidding documents. The date of completion of the Works is on 30 October 2012.

3.    International competitive bidding will be conducted in accordance with ADB's Single Stage: Two Envelope Bidding Procedure . To qualify, the bidders should meet the following criteria:

  1. Has average annual construction turnover of US$22.0 million during the last 3 years.
  2. Must demonstrate access to financial means for US$ 4.0 million.
  3. Must have experience on two similar contracts, each with a minimum value of US$26.4 million during the last 5 years.
  4. Must have experience of achieving the required rate of production of main work items.
  5. Must have the required key staff and equipment.

5.    To purchase the bidding documents in English, eligible bidders should:

  1. visit the Employer's address given above and pay a non-refundable fee of US$300. The method of payment will be cashier's check in favor of Western Road Regional Road Corridor Development Project or direct deposit to the Employer's account.
    Or
  2. request for delivery by sending a written application to Employer's address above. The application must include a cashier's check of $380 (including overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Deliver your bid:

  • to the address above;
  • on or before the deadline at 15:00 hours on 30 September 2009.
  • together with a Bid Security of 2% of Bid Price in US Dollars.

7.    The Employer will not be responsible for any costs or expenses incurred by the bidders in the preparation or delivery of bids.

8.    In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with provisions stipulated in the Bidding Documents.
