1. Nepal has applied for a loan/grant from the Asian Development Bank (ADB) toward the cost of Energy Access and Efficiency Improvement Project. It is intended that part of this loan/grant will be applied to payments under the contracts named below.
2. The Nepal Electricity Authority (NEA), the Employer invites sealed bids from eligible bidders for Supply and Construction of 132 kV Transmission Lines and Substations as specified below. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding procedure and is open to all bidders from eligible source countries.

3. To obtain further information and inspect the Bidding Documents, bidders should contact the respective Project Offices. Complete Bidding Documents are also posted on NEA website at www.nea.org.np.
4. To purchase the Bidding Documents in English, eligible bidders should:
- submit a written application to the respective Project Offices requesting the Bidding Documents for desired tender number, and
- pay a nonrefundable fee of 25,000 Nepalese Rupees or equivalent amount by bank voucher to the NEA, Transmission and System Operation account no. 00100105000095 at the Everest Bank Ltd., New Baneshwor, Kathmandu or bank draft drawn in favor of the Project for each tender. The document will be handed over to the representative of the bidder upon production of the evidence of payment of the fee.
If requested, and on payment of an additional fee of NRs 5,000.00 (In words, Nepalese Rupees five thousand only) towards postal charges, the documents can be sent by courier. However, no liability will be accepted for loss or late delivery.
5. Bidders must deliver their bids at the addresses of each project offices on or before the specified deadlines together with a Bid Security of the specified amount in USD or an equivalent amount in a freely convertible currency. The date for the exchange rate to be applied for determining the equivalent amount is 28 days prior to the deadline of bid submission.
Bids will be opened at the date and time specified above for each tender.
6. The NEA will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
7. When comparing bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
