1.    The invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 30 March 2006.

2.     The Government of Nepal has received a Grant from the Asian Development Bank (ADB) towards the cost of the Road Connectivity Sector I Project and intends to apply part of the funds to cover eligible payments under the above-mentioned contracts. Whereas this contract will be jointly financed by ADB, OPEC fund and The Government of Nepal, procurement will be guided by the policies and procedures defined in ADB's Procurement Guidelines. Bidding is open to bidders from eligible source countries of ADB.

3.   The Project Directorate, Department of Roads (DOR), Ministry of Physical Planning and Works, (the Employer) on behalf of Government of Nepal invites sealed bids from eligible bidders for the construction of the above contract.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5.     The Works comprise construction of double span steel truss bridge of total length 101.60 m over Sunkoshi River near Khurkot. The works to be executed will mainly comprise of: (i) Well and Open foundation, (ii) RCC Pier and Abutments, (iii) Steel Truss with RCC Deck and Approach Slabs, (iv) River Training and Protection Works. (v) Approach Road with Bituminous Pavement. The duration of the Contract No. RCSP/ICB/SB/01, will be 24 months.

6.    Bidders will be required in their bids to demonstrate the following:

  • Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within last 5 Years : US$ 2.00 Million.
  • Participation as contractor, management contractor or subcontractor, in at least 1 similar contract within last 7 years where the contract value was at least US$ 2.00 Million, and which has been successfully or substantially completed.

8.     To purchase the Bidding Document in English, eligible bidders should:

  1. visit the office of Department of Roads, Babarmahal on or before 12:00 noon 23 March 2009 with written request for Bidding Document "RCSP/ICB/SB/01 at the address above and pay a non-refundable fee of NRs 6,000 or US$ 80 in the form of bank draft in favor of the Project Directorate, DOR;
    OR
  2. Request for delivery by sending a written application to Department of Roads, Babarmahal on or before 12:00 noon 23 March 2009 with written request for Bidding Document "RCSP/ICB/SB/01 at the address above and pay a non-refundable fee of NRs 6,000 (local delivery) or US$130 in the form of bank draft in favor of the Project Directorate, DOR. The document will be sent by courier. No liability will be accepted for loss or late delivery.

For local companies attach copies of the Contractor's registration, VAT registration and tax clearance certificate.

9.    Deliver your bid:

  • to the address above;
  • on or before 24 March 2009, 12:00 noon local time. If the deadline for bid submission falls on the official government holiday, the deadline for bid submission will be the next working day.
  • together with a Bid Security of NRs 3.00 Million. The Bid Security must be valid till 148 days from the last day of submission of bid. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

10.    A pre-bid meeting will be held at the Department of Roads, Project Directorate (ADB), Bishalnagar, Kathmandu on 9 March 2009 at 11:00am. Presence is not mandatory, but interested bidders are encouraged to attend.

11.     The Project Directorate, DOR will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of Bids.

12.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
