Contract No.:KUKL/DNI/03/04 - Supply and Delivery of Bulk Meters, Ultrasonic Meters and Appurtenances
Deadline for Bids:7 April 2009, 12:00 Noon Local Time (NST)

1.    The Government of Nepal has received a loan from the Asian Development Bank (ADB) towards the cost of Melamchi Water Supply Project, Kathmandu Valley Sub-Project (Subproject 2). Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB.

2.    The Kathmandu Upatyaka Khanepani Limited (KUKL) now invites sealed bids from eligible bidders for the supply and delivery of the following:

  • 65 numbers of Woltman Water Meter of different sizes from DN 50 - DN 200 as specified;
  • 13 sets of Ultrasonic Flow Meters to be installed in different water mains from DN 250 - DN 800 as specified;
  • 12 sets of Butterfly Valve of different sizes from DN 250 to DN 800 as specified;
  • 65 sets of Butterfly Valve of different sizes from DN 50 to DN 200 as specified;
  • 140 sets of DI Flanged Socket of different sizes from DN 50 - DN 800 as specified;
  • 47 sets of DI Dismantling Piece of different sizes from DN100 - DN 800 as specified;
  • 36 sets of Non Return Valve of DN 50 and DN 100 as specified;
  • 35 sets of Air Valve of DN 20 (3/4") as specified.

The above mentioned items have to be delivered to KUKL Central Store, Kathmandu, Nepal. Details and specifications are provided in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5.    Bidders will be required in their bids to demonstrate the following

  • The average annual turnover of the bidder over the last 3 years not less than US$ 0.45 million.
  • At least 3 contracts of supply and delivery of Bulk Meters, Ultrasonic Meters and Appurtenances of value US$ 0.40 million each, have been successfully completed as main supplier.
  • Bulk Meters have been produced for at least 3 years with a minimum of 250 numbers of Bulk Meters have been sold and have been in operation satisfactorily for at least 5 years.
  • Ultrasonic Meters have been produced for at least 3 years with a minimum of 150 numbers of Ultrasonic Meters have been sold and have been in operation satisfactorily for at least 5 years.
  • Appurtenance (as mentioned in BOQ) have been produced for at least 3 years with a minimum of double quantity as mentioned in schedule of supply have been sold and have been in operation satisfactorily for at least 5 years.
  • At least 130 numbers of Bulk Meters have been supplied by the bidder.
  • At least 30 numbers of Ultrasonic Meters have been supplied by the bidder.
  • At least equal quantity of appurtenances (as mentioned in BOQ) has been supplied by the Bidder.
  • Bidder's financial position is sound demonstrated through audited annual balance sheet for the last 3 years.
  • Bidder has the availability of or access to liquid asset, lines of credit and other finance sufficient to meet any possible cash flow requirement which may arise during the execution of contract.
  • All pending claims, arbitration or other litigation represent in total not more than 50 percent of the Bidder's net worth.

6.    To purchase the Bidding Document in English, eligible bidders should:

  1. visit the office of KUKL at the address indicated above and pay a non-refundable fee of NRs 5,000 or US $ 75 in cash;
    OR
  2. request for delivery by sending a written application to The General Manager at the address indicated above. The applicant must be supported by payment of fees of NRS. 7,500 for domestic delivery or US$ 150 for overseas delivery by International Bank Transfer to the following account:

7.    Deliver your Bids:

  • to the address above;
  • on or before 7 April 2009, 12:00 Noon Local Time(NST). Late bids will not be accepted.
  • together with a bid security of US$ 9,000.

Bids will be opened immediately after the deadline on 7 April 2009 in the presence of bidders' representatives who choose to attend.

8.    KUKL will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

9.    Those Bidder who have purchased the Bidding Document earlier (as published on 26 September 2008) need not purchase the new document.
