Project No. 42051-02 PAK: Multitranche Financing Facility for the Energy Efficiency Investment Program
The Government of the Islamic Republic of Pakistan (the Government) requested the Asian Development Bank (ADB) for a loan of up to $980 million and Agence Francaise de Developpement (AFD) for the Energy Efficiency Investment Program through a multitranche financing facility (MFF). The Planning Commission will be the Executing Agency.
The Program will improve energy efficiency across the main energy consuming sectors, and create a dynamic institutional and business environment for long-term energy efficiency investments. It will improve Pakistan's energy security, and balance demand and supply, optimize the use of resources, and the energy mix. The Program will have major economic benefits and reinforce low carbon strategies. It will also create new business opportunities. The MFF will finance priority projects on the energy supply and demand side. It will also set up a program management and training program. Supply side covers core thermal power plant replacement and rehabilitation, and energy transmission and distribution upgrade. Demand side investment targets industrial energy efficiency, lighting and appliance replacement; and public buildings energy efficiency retrofits.
All procurement financed under the Investment Program will be carried out in accordance with ADB's Guidelines for Procurement. International competitive bidding (ICB) and national competitive bidding (NCB) will be used for the supply of goods and works being funded under Tranche-1 Project. ICB will be used for goods contracts estimated to cost the equivalent of $1 million or more, and for works contracts estimated to cost the equivalent of $5 million or more. NCB will be used for goods contracts estimated to cost less than $1 million, and for works contracts estimated to cost less than $5 million. Procurement plans for subsequent tranches may include other modes of procurement, in line with the nature of the project.
Consultants will be selected and engaged in accordance with ADB's Guidelines on the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers. Firms carrying out consulting services will usually be selected using the quality- and cost-based selection method. Individual consultants will be recruited in accordance with government procedures acceptable to ADB. Other modes of selection of firms may be used for subsequent tranches in line with ADB's Guidelines, depending on the circumstances of the project.
