1. The Islamic Republic of Pakistan has received a loan and a grant from the Asian Development Bank (ADB) towards the cost of Earthquake Emergency Assistance Project (EEAP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2. Department of Health Government of AJK now invites sealed bids from eligible bidders, for the Construction of 26 BHUs, 1 RHC, 1 DHO Office Building & 1 ADHO Office Building including 48 residential units in District Poonch.

3. International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single- Stage: Two-Envelope bidding procedure. The buildings are to be constructed at isolated sites in District Poonch, AJK in Pakistan. A joint venture is qualified for the contract. The successful bidder shall be required to register, if not already so registered, in the relevant category under the law with Pakistan Engineering Council, before signing the contract.

4. Only eligible bidders with the following qualifications should participate in this bidding:

  • has completed at least two contracts of similar works, each with a value of PKR 160 million or 320 million or 480 million (for bidding against one or two or three lots respectively) equivalent during the last five years;
  • has an average annual turn over of minimum PKR 170 million or 340 million or 510 million (for bidding against one or two or three lots respectively) equivalent during the last five years.

6. To purchase the bidding documents in English, eligible bidders shall:

  • write to the address above requesting the bidding documents for the Construction of 26 BHUs, 1 RHC, 1 DHO Office Building & 1 ADHO Office Building including 48 residential units in District Poonch. Bidders are free to bid for one lot or any combination of lots.
  • pay a non-refundable fee of PKR 3500 (thirty five hundred)or US$58 for each lot by cash or pay order/bank draft in favour of Chief Engineer ([R] EEAP)-PWD.

    Documents will be sent by courier at the address indicated by the prospective bidders. The prospective bidder shall add the cost of courier service into the non-refundable fee for the purchase of Bidding Document. No liability will be accepted for loss or late delivery.

7. Deliver your bid:

  • to the address above;
  • on or before the deadline: 10:00AM : 19 September 2007;
  • together with a Bid Security as stated in the table above or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidder's representatives who choose to attend.

8. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
