1. The Islamic Republic of Pakistan has received a loan and a grant from the Asian Development Bank (ADB) towards the cost of Earthquake Emergency Assistance Project (EEAP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB. This contract will be jointly financed by ADB, Australia and Pakistan. The eligibility rules of ADB will govern the bidding process.

2. Health Department Government of AJK now invites sealed bids from eligible bidders, for the Construction of DHQ Hospital at Athmuqam, District Neelum.

3. National Competitive Bidding (NCB) will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure. A joint venture is qualified for the contract. The successful bidder shall be required to register, if not already so registered, in the relevant category under the law with Pakistan Engineering Council, before signing the contract.

4. Only eligible bidders with the following qualifications should participate in this bidding::

  • has completed at least two contracts of similar works, each with a value of PKR 200 million equivalent during the last five years.
  • ii) has an average annual turn over of minimum PKR 300 million equivalent during the last five years.

6. To purchase the bidding documents in English, eligible bidders should:

  • write to address above requesting the bidding documents for Contract No. 2-ADB/HOS/AJK/EEAP, Construction of DHQ Hospital at Athmuqam, District Neelum
  • pay a non-refundable fee of PKR 4000 (Pak Rupees Four thousand) by cash or pay order/bank draft in favour of Chief Engineer [(R) EEAP] PWD.
  • Documents will be sent by courier at the address indicated by the prospective bidders. The prospective bidder shall add the cost of courier service into non-refundable fee for the purchase of Bidding Document. No liability will be accepted for loss or late delivery.

7. Deliver your bid:

  • to the address above;
  • on or before the deadline: 12:00 PM : 20 September 2007;
  • together with a Bid Security of PKR 3,000,000 ( Pak Rupees Three million) or an equivalent amount in a freely convertible currency

Technical Bids will be opened immediately after the deadline in the presence of bidder's representatives who choose to attend.
