1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Renewable Energy Development Sector Investment Program, Project 1. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to all bidders from eligible source countries of Asian Development Bank.
2. The Sarhad Hydel Development Organization (SHYDO) ("the Employer"), invites sealed bids from eligible bidders for Engineering, Procurement and Construction (EPC) for 36.6 MW Daral Khwar Hydropower Project (including detailed design, supply, construction, erection installation, testing and commissioning) (the Works). The construction period of DKHPP is 36 months. The project, as describe below, is located at Bahrain in District Swat, NWFP, Pakistan:
- Civil Structures - design and construction of:
- Intake Weir, Power Tunnel, Penstock, Powerhouse and appurtenant works.
- Access Roads, Infrastructure Works, Residential and Office Buildings, Workshops, School & College buildings, Civic Center etc.
- Mechanical Equipment
- Pelton turbines (2 x6.25m3/Sec, 1x2.50m3/Sec).Q= 15m3 for three units & net rated head is 292.7m
- Powerhouse Crane, Workshop Crane and equipment, Penstock with manifold, Draft tube, gates etc.
- Electrical Equipment
- Three alternators having 18 MVA capacity connected to 3 phase step up transformers with 132 KV secondary voltage
- 132 KV switchyard, 132 KV transmission lines, SCADA system, Telecommunication, Interconnection with local grid etc.
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure . To qualify, the bidders should meet the following criteria:

| II. Specific Experience: (a) Project Experience: (i) Completed within the last 4 years at least one turnkey hydropower project of at least 20 MW or higher, and at least one transmission project at least 50 circuit-km with a rating of 110 kV or higher. Must have been in satisfactory operation for at least two (2) years; (ii) In case of JV, lead partner shall have the experience on turnkey contract for hydropower construction project as per (i); other partners shall have completed within the last four (4) years at least one turnkey transmission line project of at least 50 circuit-km of at least 110 kV. These projects must have been in satisfactory operation for at least two (2) years; (iii) To substantiate the above, bidder shall submit authenticated user's certificate and other relevant documents. |

| (b) Manufacturing Experience
Manufacturers of the major components of the plant, materials and equipment shall: (i) Have manufactured not less than two times the amount of plant/equipment to be supplied under this contract and have been in use for not less than 1 year; (ii) Demonstrate ISO 9000 or equivalent; (iii) If bidder is not the manufacturer, it shall obtain from the manufacturer its authorization to supply |

5. To purchase the Bidding Documents in English, bidders should:
- visit the office of SHYDO, at the address indicated below and pay a non-refundable fee of PRs8,400 or US$100 in the form of a bank draft in the name of the Employer, SHYDO,
Or
- request for delivery by sending a written application to SHYDO at the address indicated below. The method of payment will be by bank draft in the name of the Employer, SHYDO, for the amount of PKR16,800 (local delivery) or US$200 (overseas delivery). The document will be sent by express airmail. No liability will be accepted for loss or late delivery.
6. A pre-bid meeting will be held at the abovementioned address at 10:00 hours on 16 March 2009.
7. Bids must be delivered:
- at the abovementioned address;
- on or before 14:30 hours on 30 May 2009. Late bids will not be accepted.
Bids must be accompanied by a Bid Security of 2% of quoted price and must be included with the sealed price proposals.
Bids will be opened immediately after the deadline in the presence of qualified bidders' representatives who choose to attend.
