1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of New 220/132 kV Grid Station at Loralai and Testing Equipment. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
2. The National Transmission and Dispatch Company, NTDC (the Employer) invites sealed bids from eligible bidders for the turnkey project Design, Manufacturing, Erection, Testing and Commissioning of 220 kV AIS Substation Loralai, Pakistan.
3. Only eligible bidders with the following key qualifications should participate in this bidding:
- The contractor/bidder (individual firm/JV) must have at least 10 years or more experience in Supply, installation, testing & commissioning of 220 kV or higher voltage substations with A.I.S plant with major equipment like auto transformers, circuit breakers, instrument transformers, disconnectors, etc., and should have supplied and commissioned at least 2 substations ( each with a value of at least US$ 8 million, and such substations shall have been operating successfully for at least the last 3 consecutive years.
- The contractor should have sound financial status. The difference between cash in hand and short term liabilities should be adequate enough for smooth execution of this project. The financial statements of the company/JV, for the last 3 years should demonstrate the current soundness of the Bidders financial position and its prospective long-term profitability. As a minimum, an Applicant's net worth calculated as the difference between total assets and total liabilities should be positive for the last 3 consecutive years.
4. International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure.

6. To purchase the Bidding Document in English, bidders should:
- visit the office of NTDC at the address indicated above and pay a nonrefundable fee of PRs 8,000 or US$ 100 by Bank Draft from any Scheduled Bank of Pakistan or a reputable foreign Bank under written by any Scheduled Bank of Pakistan in favor of Chief Engineer (EHV-II) NTDC, Bungalow No. A-1, NTPS Colony, T.M Khan Road, Hyderabad, Pakistan;
or
- request for delivery of Bidding Document No. ADB-52-2009 for Design, Manufacturing, Erection, Testing and Commissioning of 220 kV AIS Substation Loralai, Pakistan and pay a nonrefundable fee of PRs 12,000 (domestic delivery) or US$ 150 (overseas delivery). The method of payment will be by Bank Draft from any Scheduled Bank of Pakistan or a reputable foreign Bank under written by any Scheduled Bank of Pakistan in favor of Chief Engineer (EHV-II) NTDC, Bungalow No. A-1, NTPS Colony, T.M Khan Road, Hyderabad, Pakistanl. No liability will be accepted for loss or late delivery.
7. Deliver your bids:
- to the address above;
- on or before 11:00 am on 27 October 2009. Late Bids shall be rejected.
- together with a Bid Security amounting to Pak Rs.16 million or US $ 0.02 million.
Bids will be opened at 11:30 am on 27 October 2009 in the presence of bidders representatives who choose to attend.
8. When comparing Bids, ADB's Domestic Preference Scheme will be also applied in accordance with the provisions stipulated in the Bidding Document.
