1.    The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Power Distribution Enhancement Investment Program, and it intends to apply part of the proceeds of this loan to payments under the contract for Procurement of Conductor and Cables.

2.    The Hyderabad Electric Supply Company Limited now invites sealed Bids from eligible Bidders for the Procurement of conductors & cables (Aerial Bundled Cables, Power Cables, Control Cables, Grounding Conductor, Termination Kits, 110 V Battery Bank & Battery Charger) in four lots as given below. The bidder may quote for any number of complete Lots.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from Hyderabad Electric Supply Company at the address given below, from 8:00 am to 2:30 pm starting 28 September 2009.

5.    To purchase the complete set of Bidding Documents in English, bidders should:

  1. visit the office of HESCO at the address indicated above and pay a non-refundable fee of PRs.8,000 or US$ 100 by Bank Draft from any Scheduled Bank of Pakistan in favor of CEO HESCO;
    or
  2. request for delivery by sending a written application to HESCO at the address indicated above, requesting for Bidding Document No. ADB-HESCO-05/2009, for Procurement of Power Transformers. The method of payment will be by Bank Draft from any Scheduled Bank of Pakistan in favor of CEO HESCO, for the amount of PKR 10,000 (local delivery) or $200 (overseas delivery). The document will be sent by courier service. No liability will be accepted for loss or late delivery.

5.    Bids must be delivered:

  • to the above address;
  • on or before 11:00 am, on 23 November 2009. Late bids shall be rejected.
  • All Bids must be accompanied by a Bid Security as follows:

Bids will be opened in the presence of the Bidders' representatives who choose to attend at the above address at 11:30 am on 23 November 2009.

6.    The Hyderabad Electric Supply Company Limited will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

7.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
