1.    The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) toward the cost of Power Distribution Enhancement Investment Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Procurement of Hardware Material.

2.    The Hyderabad Electricity Supply Company Limited, HESCO (the Employer) invites sealed bids from eligible bidders for supply of Hardware Material.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

5.    To purchase the bidding documents in English, bidders should:

  1. visit the office of HESCO at the address indicated above and pay a non-refundable fee of PRs.8,000 or US$ 100 by Bank Draft from any Scheduled Bank of Pakistan in favor of HESCO, Bunglow No/A-1, HESCO Power Wing Coloby, Hussainabd, Hyderabad (Pakistan),
    or
  2. request for delivery by sending a written application to HESCO at the address indicated above, requesting for Bidding Document No. ADB-HESCO-07-2009, for Procurement of Hardware Material. The method of payment will be by Bank Draft from any Scheduled Bank of Pakistan in favor of HESCO, Bunglow No/ A-1, HESCO Power Wing Colony, Hussainabd, Hyderabad (Pakistan), for the amount of PKR 10,000 (local delivery) or $200 (overseas delivery). The document will be sent by courier service. No liability will be accepted for loss or late delivery.

7.    Deliver your bid:

  • to the address above;
  • on or before 12:00 A.M on 15 October 2009.
  • together with a Bid Security as follows:
LOT - I = 2% of total bid prices mentioned in US$ or Pak Rupees
LOT - II = 2% of total bid prices mentioned in US$ or Pak Rupees.

8.    Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

9.    When comparing Bids, ADB's Domestic Preference Scheme will be applied.

10.    HESCO will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
