1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Power Distribution Enhancement Investment Program, and it intends to apply part of the proceeds of this loan to payments under the contract for Procurement of Circuit Breakers and Capacitors.
2. The Lahore Electric Supply Company Limited now invites sealed Bids from eligible Bidders for Procurement of Circuit Breakers and Capacitors in lots given below. Bidders are required to offer for complete lot. Bidders may bid for 1 lot or any combination of lots.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.
4. Interested eligible Bidders may obtain further information from Lahore Electric Supply Company and inspect the Bidding Document at the address given below, from 8:00 am to 2:30 pm. from 4 August 2009.

5. To purchase the complete set of Bidding Document in English, bidders should:
- submit a written application to the above address;
- pay a non-refundable fee of Rs.8,000 or US$ 100. The method of payment will be by bank draft from any scheduled bank of Pakistan in favor of the Employer.
- The document may be collected in person or may be sent by express airmail for an additional fee of Rs.2,000 for domestic delivery or US$ 100 for overseas delivery, the documents may be sent by courier services. No liability will be accepted for loss or late delivery.
6. Bids must be delivered:
- to the above address;
- on or before 11:00 hrs, on 21 September 2009. Late bids shall be rejected.
- All Bids must be accompanied by a Bid Security of at least 2% of the bid price.
Bids will be opened immediately after the deadline in the presence of the Bidders' representatives who choose to attend at the above address.
7. The Lahore Electric Supply Company Limited will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
8. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
