1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the Power Distribution Enhancement Investment Program and a part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
2. The Multan Electricity Power Company, MEPCO (the Employer) invites sealed bids from eligible bidders for supply of following material.

Details and specification will be provided in the Bidding Document. Bidders may offer for a single or all or any combination of lots. However bids only offering partial lots will be rejected
3. Only eligible bidders with the following key qualifications should participate in this bidding:
- The equipment offered (or its earlier variants) shall have been in production for a period of not less than five years prior to the date of bid opening. In the event that the bidder offers equipment that does not itself manufacture or produce it shall provide with its bid, the Manufacturer's Authorization in the form described in the bidding documents, demonstrating that it has been duly authorized by the manufacturer or producer of the goods to supply the goods in Pakistan.
- The contractor should have sound financial status. The difference between cash in hand and short term liabilities should be adequate enough for smooth execution of this project.
4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure .

6. To purchase the bidding documents in English bidders should:
- visit the office of MEPCO at the address indicated above and pay a non-refundable fee of PRs.4,000 or US$ 50 by Bank Draft from any Scheduled Bank of Pakistan in favor of MEPCO, Khanewal Road Multan (Pakistan),
or
- request for delivery by sending a written application to MEPCO at the address indicated above, requesting for Bidding Document No. ADB-MEPCO-02-2009 for the supply of Circuit Breakers and Capacitors. The method of payment will be by Bank Draft from any Scheduled Bank of Pakistan in favor of MEPCO, Khanewal Road Multan (Pakistan), for the amount of PKR 6,000 (local delivery) or $100 (overseas delivery). The document will be sent by courier service. No liability will be accepted for loss or late delivery.
7. Deliver your bid:
- to the address above
- on or before 11:00 A.M on 20 October, 2009
- together with a Bid Security for each Lot not less than the amount as mentioned below;
Lot No I = 2% of bid price in Pak. Rupees
Lot No II = 2% of bid price in Pak. Rupees
Lot No III = 2% of bid price in Pak. Rupees
Lot No IV = 2% of bid price in Pak. Rupees
Bids will be opened immediately after the deadline at 12:00HRS in the presence of bidders' representatives who choose to attend. Late Bids shall be rejected.
8. When comparing Bids, ADB's Domestic Preference Scheme will be applied.
