1. This invitation for bid follows the General Procurement Notice for this project that appeared in ADB Business Opportunities on 7 July 2009.
2. The Government of the Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Pakistan EEIP National CFL Project and it intends to apply part of the proceeds of this loan to payments under the contract for supply of Compact Flourescent Lamps (CFLs).
3. The Pakistan Electric Power Company (PEPCO) now invites sealed Bids from eligible bidders for the supply of Compact Flourescent Lamps (CFLs) - Package 1 for 10 million CFLs.
4. International competitive bidding will be conducted in accordance with ADB's Single Stage: Two-Envelope Bidding Procedure.
5. Interested eligible Bidders may obtain further information from PEPCO and inspect the Bidding Document at the address given below from 1 November to 16 December 2009.
6. To purchase the Bidding Document in English, bidders should:
- visit the office PEPCO at the address indicated below and pay a nonrefundable fee of Rs 5,000 or US$ 60. The method of payment will be by cash or cashier's or certified cheque in favor or Pakistan Electric Power Company.

- request for delivery by sending a written application to the Chief Engineer at the address indicated below and pay a nonrefundable fee of Rs 7,000 or US$ 110. The method of payment will be by cashier's or certified cheque in favor or Pakistan Electric Power Company. No liability will be accepted for loss or late delivery.
7. Bids must be delivered:
- On or before 10 am on 17 December 2009. Late Bids shall be rejected.

Bids will be opened in the presence of the Bidders' representatives who choose to attend at the WAPDA Auditorium, WAPDA House, Lahore, Pakistan at 11am on 17 December 2009.
8. PEPCO will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
