Proposed Highlands Region Improvement Investment Program (MFF)
1. The Independent State of Papua New Guinea has received a loan from the Asian Development Bank (ADB) toward the cost of the Highlands Region Improvement Investment Program under a Multitranche Financing Facility (MFF). The ADB will help finance the Investment Program through this MFF in an amount up to US$400 million.
2. The Investment Program will establish a sustainable road system in the Highlands region that will enable maximum use of its natural, mineral and human resources for the development of the Highlands Region and the country. The Investment Program will make the ports, markets, and livelihood opportunities more accessible, and will lead to savings in travel time and transport costs.
3. The Department of Works (DOW) will be the Executing Agency for the Investment Program and the Implementing Agency for the road improvement works. The National Roads Authority (NRA) will be the Implementing Agency for road maintenance, works contracted directly by the NRA or transferred from the DOW. The Highlands Road Management Group (HRMG), the DOW project implementation unit for the ongoing ADB loans, will be responsible for implementing the road improvement works.
4. ADB-financed goods and services will be procured in accordance with ADB's Procurement Guidelines.. International competitive bidding procedures will be followed for all contracts over $3 million equivalent for civil works, and $0.5 million equivalent for goods. National competitive bidding will be used for contracts under these thresholds. Shopping can be used for goods with contract values lower than $100,000 equivalent, as appropriate.
