1.    The Independent State of Papua New Guinea has received a loan from the Asian Development Bank (ADB) towards the cost of the development of community water transport services. It has established a Community Water Transport Trust Fund and it is intended that part of the income from this Fund will be applied to subsidize water transport services through a series of route franchises. Bidding is open to bidders from eligible source countries of ADB.

2.    The Central Supply and Tenders Board on behalf of the Department of Transport (the Employer), now invites sealed bids (technical and financial proposals) from eligible bidders for the provision of water transport services through separate contracts on each of the following routes:

  • Huon Coast of Morobe Province and Oro Province;
  • South Coast of East and West New Britain;
  • South East Coast of New Ireland;
  • Ramu River;
  • Western Province.

The successful bidder(s) for each contract will enjoy the right to provide freight and passenger services along the specified franchise route in return for an operating subsidy for a period of three years.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure where technical and financial proposals in sealed separate envelopes are requested.

5.     To purchase the Bidding Documents in English eligible bidders should:

  • submit a written application to the Chairman of the Central Supply and Tenders Board (CSTB) at the address shown below, requesting the bidding documents for the contract of interest:
    • CSTB 1921, Route - Huon Coast of Morobe Province and Oro Province;
    • CSTB 1922, Route - South Coast of East and West New Britain;
    • CSTB 1923, Route - South East Coast of New Ireland;
    • CSTB 1924, Route - Ramu River; or
    • CSTB 1925, Route - Western Province.
  • pay a non-refundable fee of K500 by cash or bank draft for each set of Bidding Documents.
  • The CSTB will promptly dispatch the documents, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed.

6.    Deliver your bid(s) to:

  • the address above;
  • on or before Thursday, 12 March 2009 at 10:00 a.m.

7.    All bids must be accompanied by a Bid Security of K40,000 or an equivalent amount in a freely convertible currency. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    A pre-bid meeting will be held at the Project Conference Room, Community Water Transport Project, MMI Insurance Building, Second Floor, Champion Parade, Port Moresby at 09:00 a.m. on Friday, 30 January 2009.
