Proposed Loan: Central Yunnan Roads Development Project
The People's Republic of China has applied for a loan from the Asian Development Bank (ADB) to finance the cost of the Central Yunnan Roads Development Project. The loan is expected to be approved in June 2008.
The Project will have the following components:
- Component A. Construction of approximately 64 km of Wuding-Kunming Expressway (WDE);
- Component B. Upgrading of approximately 190 km of local roads in the project area;
- Component C. Improved traffic safety on existing local road network in the project area; and
- Component D. Strengthening technical and management capacity of Yunnan Provincial Communications Department and its related agencies.
Procurement:
Goods and services financed by ADB loan will be procured in accordance with ADB's Procurement Guidelines. Civil works for the expressway and equipment will be procured through international competitive bidding (ICB). All other packages, including equipment and facilities for expressway will be procured under ICB or national competitive bidding (NCB).
Consulting Services
ADB loan will finance 36 person-months of international consulting services for construction supervision; provide expertise in bridge, tunnel, road safety, highway landscaping and Intelligent Transport System (ITS). The supervision consultants will be recruited through a firm, based on full technical proposals using the quality- and cost-based selection method (QCBS) in accordance with ADB's Guidelines on the Use of Consultants. A program for overseas training will be included in the Project, a firm will be engaged to manage this activity using QCBS.
