1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 30 May 2007.
2. The People's Republic of China has applied for a loan from the Asian Development Bank (ADB) towards the cost of Gansu Heihei Rural Hydropower Development Investment Program-Dagushan Hydropower Project, and it intends to apply part of the proceeds of this loan to payments under the contracts named below.
3. Instrimpex International Tendering Company (CNIITC), the Procurement Agent authorized by Gansu Zhangye Dagushan Hydropower Company, the Purchaser, now invites sealed Bids from eligible Bidders for the following goods and related services which have been grouped into the following packages:
Package 1: Main and station transformers
Package 2: High Voltage Equipment
Package 3: Monitoring and Control Equipment
Package 4: Cables
Bidders are free to bid for any one package or any combination of packages.
4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.
5. Interested eligible Bidders may obtain further information from the Procurement Agent, and inspect the Bidding Document at the address given below from 22 January 2008 to 12 March 2008 at 8:30-11:30 and 13:30-16:30 (Beijing Time) during work days.

6. To purchase the Bidding Document in English, eligible bidders should:
- Submit a written application to the Procurement Agent's address
- Pay a nonrefundable fee of RMB 2,000 or USD 260. The method of payment will be by cash or cashier's cheque.
7. Bidders must deliver their Bids:
- To Purchaser's address on or before 9:00 a.m. (Beijing Time) on 12 March 2008
- Bids must be accompanied by a Bid Security of not less than two percent (2%) of the Total Bid Price. Late bids shall be rejected.
- Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Purchaser's address (Meeting Room) at 9:00 a.m. (Beijing Time) on 12 March 2008.
8. The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
