1.    The Government of the People's Republic of China intents to apply a loan from the Asian Development Bank (ADB) towards the cost of Heilongjiang Road Development II Project (Yichun-Nenjiang). Part of this loan will be used for payments under the contract named above. Bidding is open to all bidders from eligible source countries of ADB.

2.    The Joint venture of China International Tendering Company (ITC) and Guolv Tendering limited liability Company of Heilongjiang Province, on behalf of the Employer, The Heilongjiang Province Qiannen Highway Construction Management Office as the Employer invites sealed bids from eligible bidders for the construction and completion of the following works:

The minimum key qualifications of the Eligible Bidders please refer to Section 3 Evaluation and Qualification Criteria (EQC).

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure. Eligible bidders must:

  1. have a minimum of eight years general construction experience;
  2. have successfully completed at least one contract during the last five years of similar size and nature to the subject contract and the minimum value should be:

  3. Minimum average annual construction turnover of amount below, calculated as total certified payments received for high class road contracts (under construction and completed) in progress or completed, within the last three years;

  4. have sufficient working capital and lines of credit to cover the running costs of the subject;
  5. contract together with existing contract commitments, as determined by the formula (5 x Working Capital + Credit - 40% Work in Progress) > Bid Price;
  6. have available owned or leased construction plant and equipment of type, size, and number sufficient to undertake and complete the Works within the specified contract period, including motor graders, excavators, loaders, bulldozers, compaction equipment, and equipment for crushing and screening aggregates for pavement construction;
  7. have technical and supervisory personnel with a minimum of 5 years experience in the construction of similar types of work under similar conditions; and
  8. be able to demonstrate the capacity to maintain production rates for key construction activities sufficient to achieve completion within the periods shown on the construction program."

5.    To purchase the bidding documents in English, eligible bidders should:

  • visit the office of the Bidding Center at the address indicated below;
  • pay a nonrefundable fee of CNY4,000 (according to the National Bidding Regulation pressed by MOC, in which CNY1,000 for one set Bidding Document, CNY3,000 for one set of Drawings) or USD600 for each set, in cash or cashier's check/bank draft in favor of Heilongjiang Province Qiannen Highway Construction Management Office.
  • The Bidding Document may be sent via courier for an additional fee.

6.    Deliver your bid:

  • On or before 10:00 a.m. on 31 August 2009. Late bids shall be rejected.
  • Together with a Bid Security of not less than 2% of the Total Bid Price.

7.    Bids will be opened in public immediately after the deadline in the presence of bidders' representatives who choose to attend at the office of the Bidding Center

8.    The Heilongjiang Province Qiannen Highway Construction Management Office will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
