1.   The Government of the People's Republic of China has applied for a loan from the Asian Development Bank (ADB) towards the cost of Heilongjiang Road Development II Project (Yichun-Nenjiang). Part of the proceeds of this loan will be used for payments under the contracts named above. Bidding is open to all bidders from eligible source countries of ADB.

2.    2. The Joint venture of China International Tendering Company (ITC) and Guolv Tendering limited liability Company of Heilongjiang Province, on behalf of the Employer, The Heilongjiang Province Qiannen Highway Construction Management Office, now invites sealed bids from eligible bidders for the construction and completion of the following works:

3.   Only eligible bidders with the following qualifications should participate in this bidding:

A1 to A8
  • Must have at least 8 years general construction experience.
  • Must have participated as contractor or management contractor in at least 2 successfully completed contracts within the last 5 years, with total value of at least US$30 million (CNY205 million).
  • Must have minimum average annual construction turnover of at least US$43.92 million (CNY300 million equivalent.
  • Must be able to specify proposed sources of financing, such as liquid assets, unencumbered real assets, lines of credit, and other financial means, net of current commitments, available to meet the total cash flow requirement of at least US$4.39 million (CNY30 million)
B1 to B5
  • Must have at least 8 years general construction experience.
  • Must have participated as contractor or management contractor in at least one successfully completed contract within the last 5 years, with total value of at least US$8 million (CNY54.6 million).
  • Must have minimum average annual construction turnover of US$21.96 million (CNYY150 million equivalent).
  • Must be able to specify proposed sources of financing, such as liquid assets, unencumbered real assets, lines of credit, and other financial means, net of current commitments, available to meet the total cash flow requirement of at least US$ 2.20 million (CNY 15 million).

4.   International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure.

6.   To purchase the Bidding Documents in English, eligible bidders should:

  • visit the office of Bidding Center of Heilongjiang Province Communication at the address indicated below and pay a nonrefundable fee of RMB2,000 or US$300 for each set of Bidding Document (per contract). Payment will be in the form of a demand draft/ cashier's check in favor of Heilongjiang Province Qiannen Highway Construction Management.
  • The Bidding Documents may also be sent via courier for an additional fee (per Bidding Document) of RMB400 for domestic delivery or US$60 for overseas delivery.

  • Together with a Bid Security of not less than 2% of the Total Bid Price.

8.    The Employer will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

9.   The Heilongjiang Province Qiannen Highway Construction Management Office will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
