1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 26 March 2008.

2.    The People's Republic of China has applied for a loan from the Asian Development Bank (ADB) towards the cost of Tianjin Integrated Gasification Combined Cycle (IGCC) Project. Part of the proceeds of this loan will be used for payments under the contract of Power Island Civil Works and Installation Engineering. Bidding is open to bidders from eligible source countries of ADB.

3.    Huaneng Tianjin IGCC Co., Ltd ("the Employer"), now invites sealed bids from eligible bidders for the construction and completion of the Civil Works associated with the power island installation comprising gasifier, gas clean up system and air supply unit ("the works").

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5.    To obtain further information, inspect and purchase the Bidding Documents, bidders should contact the following address from 8:30-11:00 and 13:30-16:00:

6.    To purchase the bidding documents in English, eligible bidders should:

  • submit a written application to the address above;
  • pay a nonrefundable fee nonrefundable fee of CNY 2,000 (or USD or Euro equivalent) in cashier's check.
  • The Bidding Document will be sent by courier for an additional fee of CNY100 for local delivery or $90 for overseas delivery. No liability will be accepted for loss or late delivery.
