Proposed 250 MW Tianjin Integrated Gasification Combined Cycle Power Plant (IGCC)

People's Republic of China (PRC) intends to apply for loan from the Asian Development Bank (ADB), for the 250 megawatt (MW) Integrated Gasification Combined Cycle Power Plant (IGCC) to be constructed at Tianjin City near Beijing.

The Project is expected to carry out advanced contracting for main equipment and major civil works.

Procurement for Tianjin IGCC power plant (the Project) to be financed by ADB will be carried out in accordance with ADB's Procurement Guidelines as amended from time to time. The indicative list of procurement packages is as listed below:

  1. Civil works associated with chemical components of the Project (civil works package)
  2. Railway track layout (civil work package)
  3. Power station electrical auxiliaries (5 goods packages)
  4. Power station mechanical auxiliaries (3 goods package)
  5. Sulphur removal system (3 goods packages)
  6. Fuel supply system (goods package)
  7. Control and protection system (2 goods packages)
  8. High voltage and low voltage equipment (2 goods packages)
  9. 220 kV equipment (2 goods packages)
  10. Crane, pipeline and miscellaneous equipment ( 3 goods packages)
  11. Implementation supervision consulting services (1 package)

The total estimated procurement for the Project is approximately $130 million. The International competitive bidding (ICB) will be used for a major civil works and goods packages to be determined later. National competitive bidding (NCB) will be generally used for other civil works and goods packages. The consultants to provide the consulting services related to the supervision of the Project implementation at an estimated cost of $400,000 will be carried out using the quality-and-cost-based selection (QCBS). Consultants will be recruited in accordance with ADB's Guidelines on the Use of Consultants.

All NCB packages will be advertised on Chinese public bidding websites.
