1. This invitation for Prequalification follows the General Procurement Notice for this Project that appeared in Asian Development Bank (ADB) Business Opportunities on 10 July 2007. This contract will be jointly financed by ADB and the People's Republic of China. The eligibility rules and procedures of ADB will govern the prequalification and the bidding process.
2. The People's Republic of China has applied for a loan from ADB towards the cost of Xinjiang Regional Road Improvement Project (Korla-Kuqa Section).
3. The Xinjiang Communications Construction Administration Bureau (hereinafter referred to as the "Employer") through China National Machinery Import and Export Corporation (CMC), the authorized Procurement Agent for the Employer, intends to prequalify firms for the following contracts under this Project.

Qualification Certificate Requirements for Domestic Applicants: Should have Grade I or above Highway Engineering Contracting Construction Qualification Certificate issued by the Ministry of Construction.
4. It is expected that the Invitation for Bids will be made in January 2008.
5. Interested eligible Applicants may obtain further information from the Employer and inspect the Prequalification Document at the address given below from 10:00 a.m. to 3:00 p.m.
6. The Prequalification Document, in Chinese and English language, may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY2,000 or US$240.. The method of payment will be in cash, cashier's check or directly submitted to the Employer's account. The document will be sent through the air express. No liability will be accepted for loss or late delivery.
For domestic firms, the purchaser of Prequalification Document should present original copy of (i) introduction letter for the purchaser, (ii), professional business license, (iii) qualification certificate, (iv) purchaser's ID card, and submit copy of the above documents.
7. Applications must be delivered to the address below at or before 12:00 noon, 10 December, 2007. The Employer reserves the right to accept or reject late applications.
8. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.
9. The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
