1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Songhua River Flood Management (Sector) Project, of which Hanshu Sluice Works Subproject is a subproject and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2.    China Machinery & Equipment Import& Export Corporation (CMEC), the Procurement Agency authorized by Baicheng Construction and Supervision Office, invites sealed Bids from eligible Bidders for the supply of the following Goods:

Lot 01: Gate Equipment and Installation
Lot 02: Hoist Equipment and Installation
Lot 03: Electrical Equipment and Installation

Baicheng Hanshu Gate Project is located in Baicheng city. The Baicheng Hanshu Gate Project includes 9 door gates, 1 set of headstock gear, 8 sets of fixed gate lifting hoists. Bidders may bid for one lot or any combination of lots. More details and specifications are provided in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from CMEC, and inspect the Bidding Document during working days at the office address given below between 8:30 a.m. - 11:30 a.m. and 1:30 p.m. - 4:30 p.m. starting from 5 November 2008.

5.    To purchase the Bidding Document, eligible Bidders should:

  1. visit the office of CMEC, at the address indicated below and pay a nonrefundable fee of CNY 2,000 or USD 300 in cash, or
  2. request for delivery by sending a written application to CMEC, at the address indicated below. The application must include a cashier's check, in favor of CMEC, amounting to CNY 2,500 for domestic delivery or USD 350 for overseas delivery. The document will be sent by express airmail. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • to the address below;
  • on or before 9:00 a.m. (Beijing Time) on 16 December 2008. Late Bids will be rejected.

Bids will be opened immediately after the above deadline for submission in the presence of the Bidders' representatives who choose to attend at the address below.

7.    All Bids must be accompanied by a Bid Security of not less than 2% of the total Bid Price.

8.    CMEC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
