1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Songhua River Flood Management (Sector) Project, of which Flood-Proof Commanding Boat and Hydrographic Survey Ship procurement for Heilongjiang Province Flood Management System is a subproject and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2.    Guoxin Tendering Corporation Ltd.(GTCL), the Procurement Agency authorized by Heilongjiang Provincial Development and Reform Commission Asian Development Bank Project Management Office, invites sealed Bids from eligible Bidders for the supply of the following Goods:

Lot 01: Flood-Proof Commanding Boat
Lot 02: Hydrographic Survey Ship

For the procurement of Flood-Proof Commanding Boat, the purchaser will buy 1 set of the boat. It needs to be delivered to the Harbin city in Heilongjiang province. For the procurement of Hydrographic Survey Ship, the purchaser will buy 2 sets of them, and these goods will be delivered to the city of Harbin or Jiamusi. Bidders may bid for one lot or both lots. More details and specifications are provided in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from GTCL, and inspect the Bidding Document during working days at the office address given below between 8:40 a.m. - 11:30 a.m. and 1:30 p.m. - 4:30 p.m. starting from 12 January 2009.

5.    To purchase the Bidding Document in English or Chinese version, bidders should:

  1. visit the office of GTCL, at the address indicated below and pay a non-refundable fee of RMB 2,000 or USD 300 per lot per vision in cash,
    or
  2. request for delivery by sending a written application to Guoxin Tendering Corporation. Ltd at the address indicated below. The mode of payment will be by telegraphic transfer to the account below, for the amount of RMB 2,500 (for domestic delivery) or USD350 (for overseas delivery). A copy of the remittance should be sent through fax, stating bid number, project name, bidder's detailed address, contact person, telephone number, fax number and zip code as well as package number the bidding documents requested. The documents will be sent by EMS. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • to the address below;
  • on or before 10:00 a.m. (Beijing Time) on 24 February 2009. Late Bids will be rejected.

Bids will be opened immediately after the above deadline in the presence of the Bidders' representatives who choose to attend at the address below.

7.    All Bids must be accompanied by a Bid Security of RMB 300,000.

8.    GTCL will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
