1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in ADB Business Opportunities in February 2003.

2.    The People's Republic of China has received a loan from the Asian Development Bank towards the cost of Hebei Province Wastewater Management Project. Part of this loan will be used for payments under the contract named above.

3.    CNCCC International Tendering Co. Ltd., (the Procurement Agent) authorized by Chengde Municipal Wastewater Treatment Company Ltd. (the Purchaser), now invites sealed bids from eligible bidders for the Supply & Installation of Test, Transportation and other Equipment. Details and specifications are provided in the Bidding Document.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

5.    Interested eligible bidders may obtain further information and inspect the Bidding Document at the address below of the Procurement Agent.

6.    To purchase the Bidding Document in English, eligible bidders should:

  • Submit a written application to CNCCC International Tendering Co. Ltd.
  • Pay a non-refundable fee of CNY2,500 or USD350 in cash.
  • The Bidding Document may be obtained directly from the office of the CNCC at the address above. For an additional fee of CNY200 (domestic) or USD50 (overseas), the documents may be sent by courier service. No liability will be accepted for loss or late delivery.

  • bids must be accompanied by a Bid Security of not less than 2% of the total Bid Price. Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the address given below.

8.    Neither the Purchaser nor the Procurement Agent will be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of bids.
