1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issued in May 2003.
2. The People's Republic of China has received a loan from the Asian Development Bank toward the cost of the Wuhan Wastewater Management Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Goods and Related Services for Water Quality Monitoring and Pipeline Leakage Detection Equipment.
3. China International Tendering Company, the Procurement Agent, on behalf of Wuhan Urban Drainage Development Co. Ltd, the Purchaser, now invites sealed bids from eligible bidders for the following goods and relate services:
Water Quality Monitoring and Pipeline Leakage Detection Equipment. The scope for procurement of goods and related services include manufacture, supply, setting up, testing, commissioning and staff training of the (i) large-scale instruments in the water quality monitoring center; (ii) pipeline leakage detection equipment; and (iii) laboratory equipment for the wastewater treatment plants.
4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.
5. Interested eligible bidders may obtain further information from the China International Tendering Company and the Wuhan Urban Drainage Development Co., Ltd and inspect the Bidding Document at the address given below commencing 23 January 2008 from 9:00am to 11:30am and 2:30pm to 5:00pm on workdays.
6. To purchase the Bidding Document in English, eligible bidders should:
- submit a written application to the Wuhan Urban Drainage Development Co., Ltd
- pay a non-refundable payment of RMB2000 or USD275. Requests submitted by mail should include a certified check in the amount and currency indicated above plus the post fee USD100 (Abroad) or RMB200 (Domestic) in favor of the Wuhan Urban Drainage Development Co., Ltd. In this case, the Wuhan Urban Drainage Development Co., Ltd will promptly send the Bidding Document by express airmail. No liability will be accepted for loss or late delivery under any circumstances.
7. Bids must be delivered to:
- Wuhan Urban Drainage Development Co. Ltd. at the address given below.
- On or before 10: 00 am (Beijing Time) on 5 March 2008.
- Bids will be opened in the presence of the bidders' representatives who choose to attend the bid opening at the address of the Purchaser below at 10: 00 am (Beijing Time) on 5 March 2008.
- Late bids will be rejected.
- Bids must be accompanied by a bid security of minimum two percent (2%) of the bid price or an equivalent amount in a freely convertible currency.
8. The China International Tendering Company and Wuhan Urban Drainage Development Co., Ltd. will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
