1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities in July 2003.

2.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Xi'an Urban Transport Project (Third Ring Road System), and it intends to apply part of the proceeds of this loan to payments under the contracts for Maintenance Equipment.

3.    Instrimpex International Tendering Company (CNIITC), the Procurement agent, authorized by Xi'an Municipal Third Ring Road Construction & Development Co., Ltd (the Employer), now invites sealed Bids from eligible Bidders for the supply of the following goods:

4.    Bidders are free to submit bids for one lot or any combination of lots.

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

6.    Interested eligible Bidders may obtain further information from CNIITC and inspect the Bidding Documents at the address given below from 20 May 2008 to 8 July 2008 during office hours 8:30-11:30 and 13:30-16:30.

7.    To purchase the Bidding Document in English bidders should:

  1. visit the office of CNIITC at the address indicated below and pay a non-refundable fee of RMB 2,000 or $285 in cash,
    or
  2. request for delivery by sending a written application to CNIITC at the address indicated below. The application must include a cashier's check over RMB 2,000 or $285 and an additional fee of RMB100 for local delivery and $50 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    Bids must be delivered:

  • to the Employer's address below
  • on or before 10:00 am (Beijing time) on 8 July 2008. Late bids will be rejected.

9.    All Bids must be accompanied by a Bid Security of not less than 2% of the bid price or an equivalent amount in a freely convertible currency. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Employer's address below at 10:00 am (Beijing time) on 8 July 2008.

10.    Xi'an Municipal Third Ring Road Construction & Development Co., Ltd will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
