1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities in July 2003.

2.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Xi'an Urban Transport Project (Third Ring Road System), and it intends to apply part of the proceeds of this loan to payments under the contracts for Gasoline and Gas Filling Station.

3.    Instrimpex International Tendering Company (the Procurement agent, CNIITC), authorized by Xi'an Municipal Third Ring Road Construction & Development Co., Ltd (the Purchaser), now invites sealed Bids from eligible Bidders for the supply of the following Goods and related services for the Project:

4.    Bidders may bid for one package or any combination of packages.

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

6.    Interested eligible Bidders may obtain further information from CNIITC, and inspect the Bidding Document at the address given below from 11 August 2008 to 22 September 2008 at working hours 8:30-11:30, 13:30-16:30.

7.    To purchase the Bidding Document in English bidders should:

  • visit the office of CNIITC at the address indicated below and pay a non-refundable fee of RMB 2,000 or $285 in cash, or
  • request for delivery by sending a written application to CNIITC at the address indicated below. The application must include a cashier's check over RMB 2,100 for local delivery or $335 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    Bids must be delivered:

  • to the Purchaser's address below;
  • on or before 10:00 am (Beijing time) on 23 September 2008. Late bids will be rejected.

9.    All Bids must be accompanied by a Bid Security of not less than 2% of the bid price or an equivalent amount in a freely convertible currency. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Employer's address below at 10:00 am (Beijing time) on 23 September 2008.

10.    Xi'an Municipal Third Ring Road Construction & Development Co., Ltd will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
