1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Hunan Roads Development II and it is intended that part of the proceeds of this loan will be used for payments under the contracts named above.

2. The Changji Expressway Construction and Development Corporation now invites sealed bids from eligible bidders for the construction and completion of the following at Changde-Huaihua:

Bidders are free to bid for one or both contracts.

3. International competitive bidding will conducted in accordance with ADB's Single-Stage:One-Envelope bidding procedure.

5. To purchase the bidding documents in English, eligible bidders should:
  • write to address above requesting the bidding documents for E3 Changde - Jishou Expressway and/ or E4 Changde - Jishou Expressway
  • pay a non-refundable fee of CNY2500 or USD300 for each contract by cash or certified check or demand draft or telegraphic transfer. The documents will be sent by airmail. For an additional fee of CNY250 (domestic delivery) or USD100 (international delivery), the documents will be sent by courier services. No liability will be accepted for loss or late delivery.
6. Deliver your bid:
  • to the address below
  • on or before the deadline: 14:00 (Beijing Time), 23 July 2007
  • together with a Bid Security of not less than two percent (2%) of the total bid price.

7. Bids will be opened immediately thereafter, at the address given below, in the presence of bidders' representatives who choose to attend.
