1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" in April 2004.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Guangxi Roads Development II Project (Nanning [Tanluo] to Baise Expressway), and it intends to apply part of the proceeds of this loan to payments under the contract named above.

3. Instrimpex International Tendering Company (CNIITC, the Procurement Agent), acting for and on behalf of Guangxi Communications Infrastructure Construction Administration Bureau (the Purchaser), now invites sealed bids from eligible bidders for the supply of the following Goods and related services for the project. The bidders should be allowed to bid for one package or any combination of packages.

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage:One-Envelope Procedure and is open to all Bidders from eligible source countries of ADB.

5. Interested eligible bidders may obtain further information from the Procurement Agent, and inspect the Bidding Document at the address given below from 20 August 2007 at working time 8:30-11:00, 13:30-16:00 hours.

6. The Bidding Document English may be purchased from CNIITC by interested eligible bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 1,000. The method of payment will be by cash or cashier's cheque. The document will be sent by courier at an additional fee of RMB100 (for domestic delivery) or USD30 (for overseas delivery). No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the 13th floor Meeting Room at the Purchaser's address given below at or before 10:00 a.m. (Beijing Time) on 1 October 2007. All Bids must be accompanied by a Bid Security as specified in the Bidding Document. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Purchaser's address given below at 10:00 a.m. (Beijing Time) on 1 October 2007.

8. The Purchaser and Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
