1.   The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Gansu Roads Development Project. Part of this loan will be used for payments under the pavement contracts LM1-LM6. Bidding is open to prequalified bidders from eligible source countries of the ADB.

2.   CMC International Tendering Corporation (Tendering Agent) acting for and on behalf of the Employer, Gansu Changda Highway Co. Ltd., now invites sealed bids from prequalified eligible bidders for the construction and completion of the following pavement contracts.

Works include pavement of carriageway, shoulders, bridges, tunnels, drainage structures, etc.

3.   International competitive biding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure. Bidders are allowed to bid for any of the contracts they are qualified for.

4.    Bidders may obtain further information and inspect the Bidding Document at the office of the Employer at the address given below.

5.   To purchase Bidding Document in English, eligible bidders should:

  • Submit a written application to or visit the Employer's office between 9:00-11:00 a.m. and 3:00-5:00 p.m. from 1 February to 13 March 2008 (Beijing Time) (except Saturdays, Sundays and holidays)
  • Pay a non-refundable fee of RMB2500 Yuan or US$350. The method of payment will be in cash or cashier's check. The document will be sent by courier for an additional fee of RMB200 (for domestic) or $25 (for overseas delivery). No liability will be accepted for loss or late delivery.

7.    All bids must be delivered to:

  • on or before 15:00, 13 March 2008 (Beijing Time). Late bids will be rejected.
  • together with a Bid Security of not less than 2,000,000.00 RMBY for each of the Contracts No. LM1-LM6

Bids will be opened immediately after, at the address above, in the presence of Bidders' representatives who choose to attend and the bidders shall sign on the record of bid opening for confirmation of their bid prices.

8.   The Employer or the Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
