1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Gansu Roads Development Project and it is intended that part of the proceeds of the loan will be applied to eligible payments under the contract for which this Invitation for Bid is issued.
2. CMC International Tendering Corporation (the Procurement Agent), authorized by Gansu Changda Highway Co., Ltd. (the Purchaser), now invites sealed bids from eligible bidders for the supply, installation and related service of the following goods.

Bidders may bid for one lot, more than one lot or all three lots.
3. International competitive biding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.
4. Interested eligible bidders may obtain further information from Gansu Changda Highway Co., Ltd. and inspect the Bidding Document at the address given below during working days from 9:30-11:30am and 2:30-4:30pm.
5. To purchase the Bidding Document in English, bidders should:
- visit the office of Gansu Changda Highway Co., Ltd. at the address given below and pay a non-refundable fee of RMB1,400 or USD200. The method of payment will be in cash or cashier's check
or
- Request for delivery by sending a written application to the office of Gansu Changda Highway Co., Ltd at the address indicated below and pay a non-refundable fee of RMB1,600 (local delivery) or US$230 (for overseas delivery). The method of payment will be in cash or cashier's check. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6. Bids must be delivered:
- to the Purchaser (Gansu Changda Highway Co., Ltd.), meeting room of 20 floor, Communication Masion, No.213, Jiuquan Road, Lanzhou City, Gansu Province, P.R.China;
- on or before 3:00 p.m. on 29 January 2010 (Beijing Time).
All Bids must be accompanied by a Bid Security of not less than 2% of bid price. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the same address at 3:00 p.m. (Beijing Time) on 29 January 2010.
7. The Purchaser and Procurement Agent will be not responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
8. In the comparison of Bids, ADB's Domestic Preference Scheme will be not be applied.
