1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in adb.org on 28 January 2005.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Coal Mine Methane Development Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

3. China International Tendering Company (ITC), the authorized Procurement Agent of Jincheng CMM Comprehensive Utilization Co. Ltd., the Purchaser, now invites sealed bids from eligible bidders from member countries of ADB for the following equipment:

  • 0701-0720ITC2Y043-Supply and Installation of Auto-Control Instrument
  • 0701-0720ITC2Y044-Supply and Installation of Electrical and Miscellaneous Equipment
  • 0701-0720ITC2Y045-Supply and Installation of Pressure Regulation Equipment
  • 0701-0720ITC2Y046-Supply and Installation of Equipment and Materials of Gas Storage and Distribution Station
  • 0701-0720ITC2Y047-Supply and Installation of Equipment and Materials of Gas Supply Station

Bidders are free to bid for one lot or any combination of lots.

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

5. To obtain further information and inspect the Bidding Documents, interested eligible bidders should contact the following address between 9:30 to11:30 and 13:00 to 15:30 (Beijing Time) from 24 July 2007 during workdays.

6. To purchase a set of Bidding Documents in English, eligible bidders should:
  • write to the address above
  • pay a nonrefundable fee USD250.00 or RMB2,000.00 in cash, cashier's check or direct deposit. The document will be sent by mail.

7. Bidders should deliver their bids:
  • to the 3rd floor, meeting room of the above address of ITC
  • at or before 10:00 a.m. (Beijing Time) on 6 September 2007
  • together with the Bid Security of not less than two percent of the total bid price Late bids will be rejected.

8. Bids will be opened immediately thereafter at the address above in the presence of the bidders' representatives who choose to attend.

9. The Purchaser will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
