1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Fuzhou Environmental Improvement Project, and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

2. China National Machinery Import & Export Corporation (CMC) (Procurement Agent), for and on behalf of Fuzhou Water Environment Construction & Development Company (Purchaser), now invites sealed Bids from eligible Bidders for the supply and delivery of the following goods:

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4. Interested eligible Bidders may obtain further information from CMC and inspect the Bidding Document at the address given below, from 9:00 to 11:00 and 2:00 to 4:00 pm (Beijing Time).

5. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below, and upon payment of a nonrefundable fee of RMB2,000 or in US$250. The method of payment will be in cash, check or Telegraphic Transfer (TT) to account number 00059508094001, Head office, Beijing, Bank of China. The document may be sent by express mail for an additional fee of RMB200 or USD25. No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address of FCEBMC at or before 9:00 a.m. (Beijing time) on 3 March 2008. All Bids must be accompanied by a Bid Security of not less than 2 % of the total bid price. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at Meeting Room, Fuzhou Construction Engineering Business Management Center (FCEBMC), No.19, Bei Huan Zhong Lu, Fuzhou, Fujian Province at 9:00 a.m. (Beijing time) on 3 March 2008.

7. The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
