1. The People's Republic of China has received a loan fro m the Asian Development Bank (ADB) towards the cost of Fuzhou Environment Improvement Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the supply of Equipment for Zuohai and Pumping Station as follows:
- Installation and testing of mechanical equipment, electrical system, instruments, automatic control system and telephone system of the pumping station.
- Testing and delivery of all equipment.
- Supply of spare parts, tools and lubricating oil required for commissioning.
- Provision of drawings and operation/maintenance manual.
- Training of owner's employees.
2. China National Machinery Import & Export Corporation (CMC), entrusted by Fuzhou Water Environment Construction & Development Co. (the Purchaser), now invites sealed bids from eligible bidders.
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.
4. Interested eligible bidders may obtain further information from CMC and inspect the Bidding Document at the address given below during working days from 9:30-11:30am and 1:00-4:00pm starting 24 October 2008.
5. To purchase the Bidding Document in English, eligible bidders should:
- visit the office of CMC at the address given below and pay a non-refundable fee of RMB 1,000 in cash or US$150;

- Request for delivery by sending a written application to the office of CMC at the address indicated above. The application must include a cashier's check of RMB1,100 (local delivery) or US$160 (for overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.
6. Bids must be delivered:
- to the Meeting room of No.19, Beihuandonglu Road, Fuzhou, PRC
- on or before 9: 00 am (Beijing Time) on 10 December 2008. Late bids shall be rejected.
7. All bids must be accompanied by a bid security of 300,000 CNY or an equivalent amount in a freely convertible currency.
Bids will be opened immediately after the deadline in the presence of the bidders' representatives who choose to attend at the same address.
8. China National Machinery Import & Export Corporation will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
