1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Fuzhou Environmental Improvement Project. Part of the proceeds of this loan will be used for payments under the contract named above.

2.    The CNCCC International Tendering Co., Ltd. (Procurement Agent), on behalf of Fuzhou Water Environment Construction & Development Company (the Purchaser), now invites sealed bids from eligible bidders for the supply and delivery of the following goods and related services:

Bid No. 0704-09202009FZLB/01 Supply & Installation of Pump Station 1 lot for Component B: Lianban Sewers Networks which will serve the Lianban Wastewater Treatment Plant service area on Nantai Island

Completion period is within six months after the effectiveness of the Contract.

Details and specifications are provided in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from CNCCC International Tendering Co., Ltd. and Inspect the Bidding Document at the address given below, from 9:00 to 11:00 am and 2:00 to 5:00 pm (Beijing time).

5.    To purchase the Bidding Document in English, bidders should:

  1. visit the office of CNCCC at the address given above and pay a non-refundable fee of RMB1,000 or USD130. The method of payment will be in cash, check or Telegraphic Transfer (TT) to Account No. 8884292000118 at Bank of Shanghai Pudong Development Bank, Beijing Branch Anhuaqiao Sub Branch; or
  2. Request for delivery by sending a written application to the office of CNCCC at the address indicated above and pay a non-refundable fee of RMB1,200 (local delivery) or US$155 (for overseas delivery). The method of payment will be in cash, check or Telegraphic Transfer (TT) to Account No. 8884292000118 at Bank of Shanghai Pudong Development Bank, Beijing Branch Anhuaqiao Sub Branch. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • to the address above;
  • on or before 9.00am (Beijing Time) on 10 January 2010. Late bids shall be rejected.
  • All Bids must be accompanied by a Bid Security of not less than 2% of total bid price.

Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below immediately after the deadline.

7.    The CNCCC International Tendering Co., Ltd. will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
