1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the www.adb.org on 10 November 2005.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of the Zhengzhou-Xi'an Railway Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.

3. China National Instruments Import and Export (Group) Corporation, the Procurement Agent, authorized by the Ministry of Railways, the Purchaser, now invites sealed bids for the supply and delivery of the following goods:

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

5. Interested eligible bidders may obtain further information and inspect the Bidding Document at the address given below commencing 8 August 2007 from 9:00 am to 4:30 pm during working days.

6. The Bidding Document, in the English language, may be purchased by interested bidders on submission of a written application to the address above and upon payment of a non-refundable fee of RMB2,400 or USD300 exclusive of VAT. The method of payment will be in cash or cashier's check.

The Bidding Document will be sent by airmail. The document may also be sent by courier for an additional fee of RMB100 for domestic delivery or USD50 for overseas delivery. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below at or before 14:00 pm (Beijing time) on or before 19 September 2007. All bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price. Late bids will be rejected. Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the following address:

8. The Purchaser or the Procurement Agent will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

9. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions of the Bidding Document.
