1. This invitation for bids follows the General Procurement Notice for this Project that appeared in AADB Business Opportunities on 10 November 2005.
2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Zhengzhou-Xi'an Railway Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.
3. The CMC International Tendering Corporation (CITC) (the Procurement Agent), authorized by Foreign Capital & Technical Import Center, the Ministry of Railways (the Purchaser) now invites sealed bids from eligible bidders for H-type Steel Poles for Contact System and Pre-Stressed Concrete Poles with Rails in Web-Plate for Contact System.

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.
5. Interested eligible bidders may obtain additional information from and inspect the bidding document at the address given below.

6. To purchase the Bidding Document in English, eligible bidders should:
- submit a written application to the address above
- pay a non-refundable fee of RMB2,000 or USD280
The Bidding Document will be sent by registered mail for a fee of RMB50 (domestic) or US$25 (international). For a fee of RMB100 (domestic) or USD50 (international) the Bidding Document will be sent via courier .The method of payment will be by cash. No liability will be accepted for loss or late delivery.
7. Bids must be delivered:

Beijing 100055, PR China- on or before 14:00 (Beijing time), 28 April 2008
Bids must be accompanied by a Bid Security of at least 2 percent (2%) of the bid price and denominated in the currency of the bid. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below
8. The Ministry of Railways will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
9. To compare the bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
