1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Zhengzhou-Xi'an Railway Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.

2.    China National Instruments Import & Export (Group) Corporation, the Procurement Agent, for the Purchaser, the Ministry of Railways, now invites sealed Bids from eligible Bidders for the supply and delivery of the following goods.

Bidders are free to bid for one lot or any combination of lots.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Interested eligible bidders may obtain further information and inspect the Bidding Document at the address given below starting 23 October 2008 from 9:00 am to 4:30 pm during working days.

5.    To purchase the Bidding Document in English, bidders should:

  1. visit the office at the address indicated above and pay a non-refundable fee of RMB2,100 or USD300 (exclusive of VAT) in cash,or
  2. Request for delivery by sending a written application to the office of CNIC at the address indicated above. The application must include a cashier's check of RMB2,200 (local delivery) or US$ 350 (for overseas delivery) exclusive of VAT. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • to the address above;
  • on or before 10:00 hrs (Beijing time) on 4 December 2008. Late bids will be rejected.

7.    All Bids must be accompanied by a Bid Security of not less than 2% of the total bid price. Bids will be opened immediately after the deadline in the presence of the Bidder's representatives who choose to attend at the address above.

8.    The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.

9.    In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulation in the Bidding Documents.
