1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Zhengzhou-Xi'an Railway Project, and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this invitation for Bids is issued.

2.    The CMC International Tendering Corporation (CITC, the Procurement Agency), authorized by Foreign Capital & Technical Import Center, the Ministry of Railways, (the Purchaser), now invites sealed bids from eligible bidders from member countries of ADB for the Supply and Delivery of Electrification Project.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below:

5.    To purchase the Bidding Documents in English, eligible bidders should:

  1. visit the office of CITC at the address indicated below and pay a non-refundable fee of RMB 2,000 or $300 in cash, or
  2. request for delivery by sending a written application to CITC at the address indicated below. The application must include a cashier's check over RMB 2,100 for local delivery or $350 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • To Room 415, Genertec Plaza, No. 90, Xixanhuan Zhonglu Fengtai District Beijing 100055, PR China
  • On or before 9:00 (Beijing time), 28 October 2008

7.    Bids must be accompanied by a bid security of at least 2% of the bid price and denominated in the currency of the bid. Late bids will be rejected. Bids will be opened immediately after the deadline in the presence of the bidder's representatives who choose to attend at the address above.

8.    The Ministry of Railways will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

9.    To compare the bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
